“VRU” (Veiligheidsregio Utrecht, a Dutch regional public security institute) is responsible for all public security operations in the Utrecht area. The institute coordinates combined city operations and therefore trains local mayors and their Chief Communications Officers in leading effective crisis communication. Together with VRU training manager Roel de Graaf, Flying Elephants developed a new concept based on ValueFraming, which has become part of the training staff’s current approach. After VRU implemented this special way of working, it has spread out to other regions.
